Cat16 - Penalties

Travelport processes data filed under CAT 16 to determine fares without penalty and does not process any information filed under Note text (byte79-86) in CAT 16 which is TEXT only.

Automated exchange doesn’t use CAT16, Travelport only relies on CAT31, so both should be kept in synch.
